This list can include not only internal stakeholders that are relevant for the execution of the project (e.g., regarding sales, marketing, legal, procurement), promoters, or skeptics, but also external stakeholders (e.g., partners, government, etc.). Together with the team, we place all parties on a matrix according to their willingness/ability to support the project and their relevance to the success of the project.
